Hair, It defines a persons face, it is the icecap on top of the mountain. It gives the head form, covering the bony structure beneath.
There is no reason, or possibly way, to draw each individual strand. How this stylization of hair was first formulated may stem from the work of Japanese wood block artists who were more interested in emulating the work of their masters and not in replicating reality.
This approach felt organic to me in the style and shapes.
A Victorian wig might give the same impression of chunky spirals cauterized with hairspray and rolling irons.
